Price of data doesn't come up often as a motivator for users (at least
it hasn't in the last couple of decades).
Mobile browsers seek to provide ever more graphic capabilities to
"improve user experience" and deliver advertising and commerce for
content providers.
Carriers love this because it adds data charges and satisfies user
browser expectations.
Otherwise, you make a valid point ;)
