It depends on the web forum. If they allow you to input HTML then try <p>...
It's quite popular for web forums to use <br><br> to leave a blank line,
thus creating the visual effect of a new paragraph. People using the
usual graphical browsers will probably see the paragraphs you inserted
just fine.
You can get Lynx to display the blank line by changing the COLLAPSE_BR_TAGS
setting in lynx.cfg.
Indentation probably won't come out unless you use non-breaking spaces,
since many web forums don't respect blanks in the input.
