It is the default in the Debian version enabled in 2.8.6-5
at Mon, 18 Oct 2004. AFAIK grml uses the Debian package.
$ ./configure --help | grep sysl
--enable-syslog log URL requests via syslog
I switched it off in $HOME/.lynx/lynx.cfg via
SYSLOG_REQUESTED_URLS:FALSE
