The version of install info was then "Debian install-info version 1.14.16.6ubuntu1."
It seems Debian has its own version of install-info. I guess you'll have to ask Debian why they have developed a version of install-info incompatible with the one from GNU, given that "info" is the documentation format of the GNU system.
