Can't reproduce the bug. plzip-1.0-rc1 compresses that file fine on my machine:
$ plzip -kv xapian-core-1.2.14.tarxapian-core-1.2.14.tar: 5.883:1, 1.360 bits/byte, 83.00% saved, 17213440 in, 2925797 out.
