Sure. In addition to the several ports of lzip and plzip for Windows
that can be found in the 'Download' section of the lzip home page[1], a
number of windows archivers are able to decompress lzip files. For
example '7-Zip ZStandard Edition'[2].

If yes then should I use 7zip archive format or Lzip ?
7-Zip is an archiver, while lzip is a compressor. They are not
comparable. The equivalent to .7z is to use lzip in combination with the
tar archiver. The resulting .tar.lz file can be opened with any Windows
archiver supporting lzip, and has the advantage of being more portable
than .7z between POSIX and Windows systems.
