I do not use Windows, but you are welcome to provide precompiled packages for Windows.

The low memory mode is intended as an emergency measure to decompress a large file on a machine with less than 32 MiB of free RAM+swap. It is very slow. Moreover I find it difficult to believe that you are running Windows on a machine without enough RAM to run plain 'lzip -d'.
