If the message was not a spam message and was otherwise a message
valid for the project then I would have approved the message.  We
visit most (there are exceptions) Mailman lists and handle any pending
mail that needs to be either approved or discarded.

I would have approved that message the for certain.  Since it appears
to be a valid message for the project.

Is there a particular reason you wish to specifically hold messages
from gitlab-issues?  And if those messages should not be sent to the
list would it make more sense to change the address of those so that
they are sent to a different address?
