Paths for makefiles

It is unclear how make searches for recursively called make files.  After
the current directory, I cannot get a functional search.  I tried the -I
option on the command line, but that seems to be necessary on the recursive
call, and not the original invocation.

As usual, I'm confused here, so any help would be appreciated.
