I didn't remember but had some suspicion that they did not exist in the 
official source.  The source distributed by Cygwin does though.

No, that isn't necessary.  My hope would be to use the official version 
of make in native win32 (MSVCRT) build from within MSYS.

You'll have to take that up with Red Hat; it is their source code 
modification.
