Why is that a problem?
If you do
.\gnumake -f-
all:
dir *c
^Z
does it not invoke cmd.exe's DIR command? It does here.
All you've shown is the value of $(SHELL) set by Make internally,
that's all. It doesn't mean this will be the shell that will be
invoked to execute shell commands.
