I've now tested and updated the docs for Debian 10 and CentOS 8 in lieu
of Fedora 31. Some unsolved issues with RabbitMQ/Celery on CentOS, but
doesn't need to hold up this release.
Subtitles are now confirmed working and have updated docs.
Python 2 deps have been updated and pinned at <= next minor version.
Time to write some release notes and announce the release!
