Follow-up Comment #2, patch #4337 (project mldonkey):

having tested the 0.90 improvment on a low upload line i can say it doesnt
help enough as this patch works very efficiantly and doesnt see all the
outgoing bandwidth and still hurting traffic by creating more traffic

to get this to work a fully working bandwidth counter needs to be created
