[Mldonkey-users] [patch #4928] BT: Fix invalid encoding in announce URL

Follow-up Comment #8, patch #4928 (project mldonkey):

args_in_url.patch patches the URL thingy to allow arguments to be passed in
the URL and not just the args variable.
This replaces the earlier patch in bTClients.ml.
