Not if it's running from init. Or, alternatively, one could change the
code so that if I run "monit stop foo" or "monit start foo" it will change
the do_validate flag, regardless of if the process is running or not.

I did some of this already. I mostly refactored the dependency code to start.
I'll probably be poking around the next few days making changes as well.
