Monit can test tcp ports, you can use the port test in the "host" or
"process" check, simple example:
check host localhost with address 127.0.0.1
start program = "..."
stop program = "..."
if failed port 80 then restart
the port test will perform tcp connect and if failed, will call stop &
start programs/scripts
