Yes:

# telnet 127.0.0.1 8983

Trying 127.0.0.1...

Connected to 127.0.0.1.

Escape character is '^]’.

Any other ideas on how I can debug/workaround this?

Hmm, not really. Does 'telnet 127.0.0.1 8983' work? If you have a local IP for your machine like 192.168.. or 10.0.. maybe try that instead?
