ChangeLog: 

        * win32/fs.cc (rename_clobberingly_impl): Split MoveFileEx function
          pointer setup logic out into try_get_new_movefileex_api, and use
          to initialize the local static fnMoveFileEx function pointer.  Set
          fnMoveFileEx to NULL the first time it fails with
          CALL_NOT_IMPLEMENTED.  Remove the MoveFileExAvailable bool and
          test the value of fnMoveFileEx directly.
