Trac's this very popular combined wiki/bug tracker/history browser,
that tries to integrate all of those. It normally only supports SVN,
but figuring out how to get it to work on other VCSes has been a
popular topic of conversation on many VCS IRC channels for some
time... problem being, even though they had some purportedly generic
VCS interface, it assumed a strictly linear history -- no branches, no
merges. Great for SVN, but...
I just found Christian Boos's port to work with Mercurial, though.
This isn't in Trac mainline, but it's 1) usable anyway, 2) written by
a Trac author, and thus likely to make it in soonish:

Mercurial is very similar to Monotone in its history representation...
So, if anyone wanted to get trac working with monotone, that should be
doable...
