I've revisited this, especially in light of the new lua function
server_request_sync, and have created a lua script
monotone-cluster-push.lua.  It only does one thing, to push changes to
other servers based on a configuration file that maps patterns to
servers to push to.

I'm currently testing it on monotone.ca, trying to push to venge.net
and monotone.mtn-host.prjek.net.  I'm currently avoiding that other
server, 204.152.190.23, because I got a weird error with my server
trying to connect to 0.0.0.0 and failing miserably...
