Indeed. That's a much better approach than waiting for the release to fill the NEWS file. It prevents writing it in a hurry and ending up being a horrible mess... (no, I'm not saying that about monotone's one; it's usually much higher quality than the crappy NEWS files that I've seen on many other packages.)
