Unfortunately, I don't read German. But your solution seems to be all
the info we need:

Which raises the issue; why is the locale directory packaged with the
Win32 monotone?
It is not packaged with the Linux binary.
Are the various translation strings linked into the executable
somehow? If so, then we don't need the locale directory.
