I build the mtn 1.0 cygwin package, following (loosely) the instructions
in nvm/cygport/README.txt (using the .tar.bz2 downloaded from
www.monotone.ca/downloads.php); no problems.
I also built nvm in a separate build directory, using the cygwin make,
g++.
So I can't reproduce your problem.

So perhaps you are actually building in the monotone source tree, not
outside it?
