[MPFRCPP] MPFRCPP 1.4.0 (interface to the MPFR library written in C++)

The Multiple Precision Floating-Point Reliable Library C++ Interface
(MPFRCPP) version 1.4.0 has been released.

New wrappers added for new features of MPFR 2.3.0 release candidate 1:

   * 1-st and 2-nd order Bessel functions,
   * fast multiplication-subtraction,
   * remainder of division.
