/etc/passwd is managed by something else, not muddleftpd.
Your distribution tools, in Debian is adduser used to add
another one.
To authenticate against that use the unix (or pam if you
have pam) authenticator. Look into the reference.txt that is
shipped with muddleftpd.

How can i make users i tried everything and i dont get 
it i like to use the /etc/passwd file for the users .
