So perhaps what is required is to extend the user API resource to include a list of available templates for that user.  This would be calculated from the group memberships of the user rather than the sharing settings of a particular workflow.

 

When it comes to uploading or updating an actual workflow, the user can then just select from that list and provide the template reference.
