I think this problem would be fixed if you compiled all your own
libraries (especially libxml2).  wpkg is outdated, and for the most
part only compatible with VC6.  You'll find links for all the
downloads from here:

Be sure to convert any files in gzipped archives to DOS-style line
breaks, using a tool like unix2dos.
