[Nmh-workers] nmh-1.3-RC3 uploaded

The third Release Candidate for nmh 1.3 has now been uploaded; you can find
it in the download area on savannah:

  http://download.savannah.nongnu.org/releases/nmh/

Changes since RC2 are fixes for not building with non-GNU make and also
on SunOS 4; plus David's changes to make configure default to enabling
masquerading.

Absent any further reports of serious bugs I will release this as
1.3 next weekend (ie 31st May/1st June).
