Alas, this seems to be a glaring omission from the Jargon File.
Whilst proscrastinating and/or busy, one might respond to the
expected completion date of a new task "When I get a round to it."
Thus there are round tuits: http://www.google.com/products?q=round+tuit
et cetera, and this case, a general lack of available tuits: a mythical
unit of ability to do work
