Those standards are defined by IETF (I get the impression NANOG is more
large network operators).

I understand the sentiment behind your desire to escalate this issue,
but as you noted you tried very hard and didn't get anywhere.  I doubt
raising this with some larger organization will get you anywhere either.
I would love to be proven wrong.  And there are only so many hours
in the day.

As for nmh being wrong, well ... it cannot handle email that it seems
literally every other piece of email software seems to handle just fine.
What does that tell you?
