Follow-up Comment #2, bug #31684 (project octave):

Can you verify that your noauto rebuild of the oct2mat package was
successful?  Start Octave and run 'pkg list' and verify that oct2mat is
definitely not loaded (no '*' by the package name).  If it is loaded then
manually disable it with 'pkg unload oct2mat' and try plotting again.
