Follow-up Comment #3, bug #31684 (project octave):

I just verified that oct2mat was not loaded (no *).  The plotting problem
persists.  By the way, I am able to plot without problems on another computer.
 I have read on forums somewhere of someone else having this problem only on
certain computers.
