Follow-up Comment #1, bug #38534 (project octave):

Texinfo isn't so hard to write if you already know TeX, and the texinfo manual
is pretty good:

Regardless, it would be helpful if you wrote the text even without texinfo
markup. I or someone else can then easily add the mark up and incorporate it
into the manual.
