Follow-up Comment #1, bug #38564 (project octave):

I took a quick look at 3.1 vs. 3.2.  It looks a lot
like the IRBuilder.h file just accidentally got
left out of the 3.2 release for fedora 18.  The use
of IRBuilder is mentioned in other header files.
