Follow-up Comment #4, bug #40284 (project octave):

I checked in the following changeset:

I think this fixes the OCTAVE_HOME problem.  The NEWS file should be installed
in OCTAVE_HOME/share/octave/VERSION/etc/NEWS on all systems.  Is it there in
your mxe-octave build?  It seems to be in the latest one that I did.
