Follow-up Comment #2, bug #40381 (project octave):

If this happens with the cross build but not the native build, then I suspect
that there is some difference in configuration that causes the problem. 
Probably in one case you are getting the gnulib setenv code and the other you
are not.  Can you determine whether that is happening?
