Details:
The new octave executable that wraps octave-cli and octave-gui does not check
for existence of the octave-gui program before trying to exec it. Building
Octave without Qt results in
$ ./run-octave
octave: failed to exec '/path/to/octave/src/octave-gui'
Presumably the same error after installing as well.
Also fails to build documentation in the build tree as seen here:
