Follow-up Comment #24, bug #40823 (project octave):

Wow it works now for me. I applied them to my copy of RC2 and ran make
install. now octave --force-gui gives me:

GNU Octave, version 3.8.0-rc2
Copyright (C) 2013 John W. Eaton and others.

and focus is working properly for me.
