Details:

I am running Octave 3.6.4 on my i5 laptop running Windows 7 with little or no
difficulty.  I installed Octave 3.6.4 on my Windows 8 laptop (i3 processor)
but it only comes up with the intro but no "cursor".  When I enter anything
other than "exit", it has an error and shuts down the window.

I am wondering if Octave 3.6.4 is compatible with Windows 8.1.
