Follow-up Comment #2, bug #41718 (project octave):

Indeed. 64-bit system seems to be a cause. Thank you for pointing out the
problem to newbie. After 'rebase' procedure (Cygwin FAQ) this problem has
gone. You may close this bug as not relevant.
