Follow-up Comment #37, bug #41699 (project octave):

I'm not sure that clearing individual functions is unloading the oct-file in
this case, and I don't know why, either a bug or something I don't understand.
But dlclose is not called when any __magick* functions are cleared, only when
clear -f is used.

So all the evidence still points to this being due to unloading the
GraphicsMagick DLL while Octave is still running or when Octave exits.
