Follow-up Comment #4, bug #41520 (project octave):

I had a similar problem.

I updated my mac os to osx 10.93 and then updated octave to 3.8
None of the packages would install with a similar error message as yours. 
Then I updated xcode and the command line tools to the latest version and the
packages now install.
