Details:

The octave-odepkg package in Debian used to compile correctly some time ago,
for instance:

However, something changed recently with the make utility that causes a build
failure in Debian (see  anhttps://bugs.debian.org/759741).  This happens
because the default value for the F77 variable in the Makefile is neither
"gfortran" nor "g95".

The patch attached to this bug report fixes the problem. 

(This report may be a duplicate of Bug#41675, but I am not sure.)
