Details:

I compiled a fresh download of MXE Octave and configured with:

./configure --enable-64 --enable-native-build --enable-pic-flag
--enable-openblas --enable-jit

After running make, I noticied it did not download openblas nor compile it
(obviously). 

It was easy enough to manually run "make openblas" and then it proceeded
correctly. However I suppose it should automatically do this.
