Details:

Annotation function is missing from Octave.  Apologies if there is an aobvious
answer but I didn't find an explanation in any searches.
Code I am trying to run (from a Matlab script)

titleBox=annotation(figHandle,'textbox');

Response from Octave:
warning: the 'annotation' function is not yet implemented in Octave.

I will try to get around using annotation() by using other functions but just
in case it has slipped off the radar, I am lodging it as a bug.
