Follow-up Comment #18, bug #38928 (project octave):
Per the discussion at OctConf 2014, the --with-XXX-includedir and
--with-XXX-libdir are going to be removed. To build, follow Mike's suggestion
and add any necessary directories to either CPPFLAGS or LDFLAGS before
compiling.
