Follow-up Comment #39, bug #44007 (project octave):

Hmm spoke too early. Just dropping gnuwin32 tar.exe + libint2.dll into
OCTAVE_HOME/bin doesn't make tar work. 

Unfortunately I'm running out of time - Friday I have more time for this.
