Details:

In function sinvest1 of the tsa package, the version of Matlab is checked
[using the version() function] and the appropriate Handle Graphics commands
are issued.  Although awkward in Octave, the code worked while the Octave
major version was lesser than 4.  It fails miserably with Octave 4.0.

The attached patch fixes this problem.
