This is an mxe-octave issue, not a (core) Octave issue => no worries for
4.0.0.

I can test only later the coming week, but looking in the nsis install script
I think the issue should be fixed.

(Apart from the corner case of trying to uninstall Octave while it is in use.
That won't work)
