I am not sure this is a really bug or not but deserve to record it in the bug
tracker.


Issue
when starting any of the *.exe files in installdir\bin, an empty terminal
window opens and freezes immediately. The window can neither be closed nor
killed via the process-manager. 

Environments
octave 4.0.0
Windows 7 (don't know 32 or 64 bit)
Graphics card Nvidia Quadro K600

Investigation in the discussion octave ML
* Octave only starts up in safe mode (only least basic drivers are installed)
* octave --no-gui-libs does not make sense for freeze
* octave 3.8.2 works but working graphics_toolkit is only gnuplot (I  guess
from descrition "windows is falling back to some basic graphics mode (non-aero
design). ")

I suspect that this issue is related to OpenGL hardware acceleration of
graphics card. (There is no direct evidence.)
